Since TEMP tablespace is full, how to 'clean' the temporary tablespace without bounce the database?

Oracle 9i

alter tablespace temp default storage (pctincrease 0);

But if we have a locally managed tablespace, it's impossible to alter the storage settings??

Is there any alternative?
