We're running production database 8.1.5 on AIX 4.2.1. We're going to purchase another AIX server with oracle 9.2.0 and AIX 5.2. Then we would like to move the production database to the new machine.

1. What's the best/safe steps to move the database to the new machine?

2. is it safe enough to install AIX 5.2 and oracle 9.2 in the new machine, then export/import the 8.1.5 db to the new one.
OR
Would it be better to install AIX 4.3.3 in the new machine and upgrade db to 9.2.0, then upgrade the OS to 5.2 ?

3. Do I have to migrate db 8.1.5 to 8.1.7 in the production machine before export/import to 9.2.0

Since you are planning on a DB updagrade as well as OS upgrade, it would be better off with export/import, if feasibale. You have not mentioned how big the DB is.

I did something similar some time back (HP 11.0/Oracle 8.0.5 to AIX 4.3.3/Oracle 8.1.6).

The DB is about 12GB. According to the Oracle Document, it doesn't support the upgrade from 8.1.5 directly to 9.2.0. Is it also applied to export/import upgrade? We need to purchase the Server soon. I am not sure which OS level (4.3.3 or 5.2) to order.
